The city of Maumelle is taking extraordinary measures to try and collect $406,639.98 city officials said 707 Maumelle residents owe the city.

Some of the debt is more than several years old.

The amount owed includes monthly sanitation fees and the $8 monthly community service fees, officials said.

Some scoffers haven’t paid the fees in years, officials said.

During the Oct. 1 City Council meeting city finance director Tasha Thompson gave the council a report and during discussion, Mayor Mike Watson said he would consider starting collection proceedings after residents are sent a collection notice letter from City Attorney JaNan Davis.

In a memo to Watson on Sept. 21, Thompson outlined the collection efforts she had undertaken, including one last letter giving residents until Oct. 4 to pay up. In her letter Thompson told those behind on fees:

"Our numerous attempts to resolve your long overdue account have been unsuccessful. Your failure to make payment on your account has prompted us to take drastic action to collect this account immediately. We are hopeful that you will act promptly and forward payment of the outstanding amount as quickly as possible. If we do not receive payment or if you do not contact our office to set up payment arrangements within 10 days of this letter, further collection actions will proceed. These collection actions can include court citation, drivers license suspension and liens against your property. We look forward to hearing from you."

In her Sept. 21 e-mail to Watson, Thompson said, "The plan is to give them 10 days (October 4, 2012) to contact our office to set up payment arrangements or pay full balance due. If they have not contacted our office, we will send all accounts with a balance under $1000 will be referred to Southern Collections collection agency. Amounts over $1000 will be given to the City Attorney for further collection. The idea is we will add the amount of the collection efforts to their balance due."

The total of all 707 accounts is $406,639.98 in total late payments but when you add it this years bills it totals $514,509.65 owed to the city.

Only late payments totaling more than $1,000 are shown which includes the names and amount owed in that group. But there are hundreds more close to the $1 thousand mark.

One reason the city is scrambling to collect these backdue owed fees is the fact that the state is withholding a significant sum from the city’s sales tax collections. When an alderman asked the Watson about the close to $40,000 withheld this month, he said they’d called the Arkansas Department of Finance and Administration attempting to discover what happened but the city was told tax payments were confidential data.

He surmised the only project last year big enough to have paid sales tax fees that high must have been the new high school, for which the Pulaski County Special School District sold $82 million in bonds to finance.
