The Arkansas Parole Board has recommended pardons for four people convicted of crimes in Pulaski County and rejected the applications of three more.

All the recommendations will be sent to Gov. Mike Beebe, who will make the final decision on whether to issue the pardons.

Those people recommended for pardons and the charges are as follows:

• Donnie Curtis; possession of drug paraphernalia with intent to manufacture methamphetamine, manufacture of methamphetamine and possession of pseudoephedrine with intent to manufacture methamphetamine;

• Rhonda D. Palmer (Anderson); theft of property and possession of a controlled substance without a prescription;

• Dickie D. Vosburg Jr.; armed robbery and robbery;

• Walter Washington; furnishing prohibited articles.

Those people whose requests were rejected by the board and the charges are as follows:

• Jenelle K. Garrett; hot checks, probation revocation, two counts of failure to appear, two counts of obstructing governmental operations, two counts of theft of property, theft by receiving, criminal impersonation, two counts of second-degree forgery and financial identity fraud;

• Martha A. McKinney; theft of property;

• Jimmy W. Sloss; manufacture of a controlled substance-marijuana, possession of a controlled substance-marijuana, domestic abuse violation, possession of methamphetamine with intent to deliver, criminal attempt to manufacture methamphetamine, possession of drug paraphernalia, maintaining a drug premise;

The board also considered applications for commutation and recommended in favor of Gary Tolbert, theft of property and aggravated robbery.

The board recommended against commutation for:

• Anthony Bell; aggravated robbery, felony with a firearm;

• Antonio Coley; theft of property, aggravated robbery, second-degree aggravated robbery, theft by receiving and forgery;

• James Leggins; burglary, aggravated robbery, first-degree battery and aggravated assault;

• Mark Phillips; rape;

• Floyd Summerville; first-degree murder;

• Leanna Talley; robbery;

• Roderick Wesley; aggravated robbery;

• Ronnie West; rape;

• Angie Williams; possession of a controlled substance, drug paraphernalia, exposing a child to chemical substances, first-degree endangering the welfare of a minor.
