Police have made an arrest in Wednesday’s homicide on West 18th Street and identified the victim.

Police arrested Antawn Kemp, 22, in connection with the shooting death of Andre Deshawn Bell, 20, of North Little Rock, according to a press release from North Little Rock Police Department spokesman Sgt. Brian Dedrick.

Police responded to a shots-fired report at about 6:15 p.m. Wednesday at the Silver City Courts Housing Project, 701 W. 18th St. They found Bell with several gunshot wounds lying on the ground in the outdoor area in the middle of the apartment complex . He was pronounced dead at the scene.

Police interviewed witnesses at the scene and conducted their investigation, which at about 8:20 p.m. resulted in Kemp’s arrest.

Kemp waived his right to remain silent and told police that he and Bell had been in an argument before he fired multiple shots at Bell, according to Dedirck’s press release.

Kemp was charged with first-degree murder and being a felon in possession of a firearm. He was transported to the Pulaski County Regional Intake Center and is being held without bond after a court appearance Thursday.
